It looks like blackspot. It s normally caused by moisture getting on the leaves. You can spray the roses down with some baking soda and that should help. Blackspot won't kill the bush but it does make it look darn ugly.

But, to be honest, roses are frightfully subseptible to it. The botanical gardens near me here in the US ripped out their entire rose garden and replaced all the hybrid roses with old fasioned tea roses becase they could not keep the blackspot off the hybrids.

I've been having good luck so far at keeping blackspot, rust, and powdery mildew in check on my roses by spraying them with a homemade mix--a tablespoon of baking soda in a quart of water with a squirt of dishwashing liquid. Trim off the leaves that already look affected, then spray the whole bush. Keep spraying every few days for a few weeks and then you may be able to slack off a bit. But at the first sign of it returning, I'd start spraying again.

Because it rained for most of May then.Darn Blackspot.Its caused half of one bush to drop off.I will monitor the other one closely.
I dont understand why the first year was disease free but both this year and last year problems!!
Maybe its time for new rose bushes or moving them to a different border.
